US Telecom Regulator Approves Mid-Rivers as Incumbent Local Exchange Carrier

The US Federal Communications Commission has ruled that Mid-Rivers Telephone Cooperative, Inc. should be treated as an incumbent local exchange carrier in the Terry, Montana local exchange, subject to competitive regulation for interstate services, while Qwest, the legacy incumbent LEC, will be subject to non-dominant regulation for its interstate services.
