FDA Confirms Effective Date for D&C Black No. 3 Color Additive Rule

The US Food and Drug Administration (FDA) has confirmed the July 20, 2007, effective date for a final rule that allows the safe use of D&C Black No. 3, a color additive subject to FDA certification, in certain cosmetics such as eyeliner, eye shadow, mascara, and face powder.
