Protection of Stratospheric Ozone: Adjusting Allowances for Class I Substances for Export to Developing Countries

The proposal adjusts allocations of ozone-depleting substance allowances for export to developing countries to meet their basic domestic needs, with a schedule for reductions in these allowances in line with the Montreal Protocol and the Clean Air Act.
