Department of Defense Establishes National Security Personnel System

The Department of Defense and the Office of Personnel Management are issuing final regulations to establish the National Security Personnel System, a human resources management system, within the Department, as authorized by the National Defense Authorization Act of 2003. The regulations cover basic pay, staffing, classification, performance management, labor relations, adverse actions, and employee appeals.
