EPA Proposes Partial Approval and Disapproval of Colorado's Air Quality Implementation Plan

The Environmental Protection Agency (EPA) is proposing to partially approve and partially disapprove a State Implementation Plan (SIP) revision submitted by the State of Colorado, which establishes affirmative defense provisions for source owners and operators for excess emissions during startup and shutdown periods. The EPA is also announcing the removal of Colorado's 1998 submittal of revisions to Regulation No. 1 from active SIP consideration.
