The Small Entity Compliance Guide for Federal Acquisition Circular 2005-16 has been issued jointly by the Secretary of Defense, the Administrator of General Services, and the Administrator of the National Aeronautics and Space Administration, in accordance with the Small Business Regulatory Enforcement Fairness Act of 1996. The guide provides a summary of the rules in FAC 2005-16, which amend the Federal Acquisition Regulation, and can be accessed online at www.regulations.gov.
