FAR Case 2005-014: SmartBUY Program to be Implemented

The Civilian Agency Acquisition Council and the Defense Acquisition Regulations Council propose to amend the Federal Acquisition Regulation to implement the Governmentwide Enterprise Software Licensing Program, also known as SmartBUY, to achieve maximum cost savings and favorable terms for acquiring software and software maintenance, as mandated by the Office of Management and Budget Memorandum M-04-08, dated February 25, 2004.
