Federal-State Joint Board on Universal Service, National Telephone Cooperative Association, Amends Universal Service Rules

The Federal Communications Commission amends its rules to exempt non-rural carriers from certain sections related to the transfer of telephone exchanges, and addresses a request to reconsider rules for providing high-cost universal service support, which will now allow rural carriers to receive 'safety valve' support for investments made in the first year of operating acquired exchanges.
