The FCC staff denied a petition by MacDonald Broadcasting Company to reconsider a decision reassigning the community of license for WCEN-FM from Mount Pleasant to Hemlock, citing lack of evidence that Hemlock is sufficiently independent of the Saginaw Urbanized Area.
