NASA to Require Small Business Subcontracting Plans for Research Announcements

NASA is proposing a rule change to require small businesses submitting proposals for research announcements to submit a subcontracting plan if the contract value exceeds $500,000, and acknowledge NASA's sponsorship and disclaimer of endorsement of results.
