Federal Acquisition Regulation Amended to Require Market Research for Purchases from Federal Prison Industries

The Civilian Agency Acquisition Council and the Defense Acquisition Regulations Council have agreed on a final rule to implement Section 637 of the Consolidated Appropriations Act of 2005, which requires federal agencies to conduct market research before purchasing products or services from Federal Prison Industries, Inc. unless they determine it provides the best value to the agency.
