FAR Case 2003-027: Councils Agree on New Commercial Contract Types

The Civilian Agency Acquisition Council and the Defense Acquisition Regulations Council have finalized a rule to expand the use of time-and-materials and labor-hour contracts for commercial services under specific conditions, as authorized by the National Defense Authorization Act for Fiscal Year 2004.
