US West Communications, Inc. Requests Interconnection Cost Adjustment Mechanism Review; Petition for Declaratory Ruling and Contingent Preemption

The Wireline Competition Bureau has dismissed a joint petition by Electric Lightwave, Inc., McLeod USA Telecommunications Services, Inc., and NEXTLINE Communications, L.L.C. to declare that US West's (now Qwest) proposed Interconnection Cost Adjustment Mechanism (ICAM) surcharges violate the Communications Act of 1934, unless interested parties comment within 30 days.
