Telecommunications Relay Services and Speech-to-Speech Services for Individuals With Hearing and Speech Disabilities

In this document, the Commission addresses cost recovery and other matters relating to the provision of telecommunications relay services (TRS) pursuant to Title IV of the Americans with Disabilities Act of 1990 (ADA). This document is intended to improve the overall effectiveness of TRS to ensure that persons with hearing and speech disabilities have access to telecommunications networks that is consistent with the goal of functional equivalency mandated by Congress.
