Federal-State Joint Board on Universal Service; Changes to the Board of Directors for the National Exchange Carrier Association, Inc.; and Schools and Libraries Universal Service Support Mechanism

The Federal Communications Commission (FCC) has agreed with petitions from Sprint Corporation, the United States Telecom Association, and MCI Worldcom to recover funds from schools and libraries that have misused Universal Service Support Mechanism funds, and has modified its rules to allow for recovery from the party responsible for the misuse.
