Implementation of Australia Group Understandings and Clarifications to Export Administration Regulations

The Bureau of Industry and Security is publishing a final rule to implement understandings from the 2004 Australia Group plenary meeting and subsequent intersessional decision, amending the Export Administration Regulations to add bacteria and viruses to the list of controlled plant pathogens, update licensing policies, and correct an error regarding Bulgaria. The rule aims to clarify the scope of certain export controls and reflect changes to the Australia Group membership.
