Robert H. Leyse; Denial of Petition for Rulemaking

The Nuclear Regulatory Commission (NRC) is denying a petition for rulemaking submitted by Mr. Robert H. Leyse (PRM-50-78). The petitioner requested that the NRC's regulations governing domestic licensing of production and utilization facilities and associated guidance be amended to address the impact of fouling on the performance of all heat exchange surfaces in a nuclear power plant. The petitioner further stated that the fouling of heat transfer surfaces is not adequately considered in licensing and compliance inspections, testing programs, and computer codes used for nuclear power facilities.
