(Kawasaki) has determined that certain model year (MY) 1979-1981 and MY 2017-2025 Kawasaki motorcycles do not fully comply with Federal Motor Vehicle Safety Standard (FMVSS) No. 122, Motorcycle Brake Systems. Kawasaki filed a noncompliance report dated November 4, 2025, and subsequently petitioned NHTSA (the "Agency") on November 5, 2025, for a decision that the subject noncompliance is inconsequential as it relates to motor vehicle safety. Accordingly, this final rule revises and updates the Department's internal policies and procedures relating to the issuance of rulemaking documents.
