Federal Acquisition Regulation; Purchases From Federal Prison Industries-Requirement for Market Research

The Civilian Agency Acquisition Council and the Defense Acquisition Regulations Council have agreed on an interim rule to amend the Federal Acquisition Regulation to implement Section 637 of the Consolidated Appropriations Act of 2005, which restricts federal agencies from purchasing products or services from Federal Prison Industries, Inc. unless it provides the best value to the agency, as per governmentwide procurement regulations.
