FCC Modifies Payphone Rules to Eliminate Presubscribed Interexchange Carrier Charge

The Federal Communications Commission (FCC) has modified its rules to exempt payphone lines from the Presubscribed Interexchange Carrier Charge (PICC), a charge that was previously imposed on payphones to ensure compliance with anti-subsidization and anti-discrimination provisions of the Act.
