U.S. Secretary of Homeland Security Issues Order Regulating Vessel Movement in Cuban Waters

The U.S. Secretary of Homeland Security has issued an order to implement a national emergency declaration, allowing the Secretary to regulate the anchorage and movement of vessels in Cuban territorial waters, following a proclamation issued by the President in 2004.
