DEA Finalizes Controls on Red Phosphorus, White Phosphorus, and Hypophosphorous Acid
The US Drug Enforcement Administration (DEA) has finalized rules regulating the handling of red phosphorus, white phosphorus, and hypophosphorous acid, which are used in the illicit manufacture of methamphetamine, a Schedule II controlled substance. The new rules, effective as of October 17, 2001, impose registration, recordkeeping, and reporting requirements on handlers of these chemicals, while also providing temporary exemptions for legitimate businesses.
