Agricultural Bioterrorism Protection Act of 2002: Provisional Registration Certificates and Access to Biological Agents

The US government is amending regulations to allow provisional registration certificates for individuals and entities, and provisional access to listed biological agents and toxins, to facilitate research and education while the Attorney General completes security risk assessments.
