Department of Veterans Affairs Proposes Changes to Board of Veterans' Appeals Regulations

The Department of Veterans Affairs is proposing to amend the Appeals Regulations and Rules of Practice of the Board of Veterans' Appeals by removing the Board's authority to develop evidence for initial consideration and instead requiring the Board to remand cases to the agency of original jurisdiction when necessary.
