Matter Incorporated by Reference: Standardizing Hazardous Materials Regulations

The final rule updates the Hazardous Materials Regulations (HMR) to standardize the format for referencing consensus standards, adds missing cross-references, and removes unnecessary ones, with no new requirements or changes to the existing regulations.
