Federal Acquisition Regulation to Exempt COTS Items from Certain Laws

The Civilian Agency Acquisition Council and the Defense Acquisition Regulations Council are seeking public comments on a rule change that would exempt commercially available off-the-shelf items from certain federal laws, including the Clinger-Cohen Act of 1996, and exclude them from bid protest procedures.
