Expedited Resolution of Rate Challenges Under Stand-Alone Cost Methodology

The Federal Railroad Administration (FRA) Board proposes to speed up the resolution of rate challenges under the Stand-Alone Cost (SAC) methodology by changing its discovery standards and mediation requirements. The FRA invites public comments on the proposed changes.
