USPS Proposes Changes to Administrative Charges for Refunds of Unused Meter Stamps and Business Reply Mail

The United States Postal Service proposes to update its Domestic Mail Manual to increase administrative charges for refunds of unused meter stamps and business reply mail pieces returned with postage affixed, the first change in 20 years.
