Surface Transportation Board Clarifies Appeal Fee Scope

The Surface Transportation Board has clarified its rule assessing a fee for filing an appeal to a Surface Transportation Board adjudicative decision, stating that the fee applies to all forms of appeals from all types of decisions, including those where the petitioning party has not had prior opportunity to present its views.
