Customs to Require Advance Presentation of Vessel Cargo Declaration Before Lading at Foreign Port

The U.S. Customs and Border Protection is introducing a new regulation requiring the advance presentation of certain manifest information to Customs before cargo is loaded onto a vessel at a foreign port for transport to the United States, in order to prevent the smuggling of weapons of mass destruction and facilitate the prompt release of legitimate cargo.
