EPA Proposes Approval of Virginia's Nitrogen Oxides Budget Trading Program

The Environmental Protection Agency (EPA) is proposing to approve a revision to Virginia's State Implementation Plan (SIP) that establishes a nitrogen oxides (NOx) allowance trading program for large electric generating and industrial units, starting in 2004, in an effort to reduce regional ozone transport.
