DSS Transfers System of Records to Defense Human Resources Activity

The Defense Security Service is transferring its `Security Research Center Research Files' system to the Defense Human Resources Activity, with changes including a new purpose, categories of records, and a k(5) exemption to protect confidential sources, and will be known as `PERSEREC Research Files'.
