U.S. Secretary of Transportation Delegates Maritime Authority to Administrator

The U.S. Secretary of Transportation is granting the Administrator of the Maritime Administration the power to enforce a ban on shipping government-impelled cargo on substandard vessels that violate international safety conventions, a delegation that is authorized by a 1998 law.
