Coast Guard Proposes Regulations for 2003 Tall Ships Challenge

The US Coast Guard plans to create a temporary safety zone around Navy Pier in Lake Michigan, Chicago, to manage vessel traffic during the 2003 Tall Ships Challenge and Parade of Ships, which will restrict access to two anchorage areas.
