Automatic Identification System; Vessel Carriage Requirement

This final rule adopts, with changes, the temporary interim rule that amends port and waterway regulations and implements the Automatic Identification System (AIS) carriage requirements of the Maritime Transportation Security Act of 2002 (MTSA) and the International Maritime Organization requirements adopted under International Convention for the Safety of Life at Sea, 1974, (SOLAS) as amended. This rule is one in a series of final rules published in today's Federal Register. To best understand this rule, first read the final rule titled "Implementation of National Maritime Security Initiatives" (USCG-2003-14792), published elsewhere in today's Federal Register.
