EPA Withdraws Direct Final Rule for Vehicle Miles Traveled Offset State Implementation Plan

Due to an adverse comment, the Environmental Protection Agency (EPA) is withdrawing its direct final rule to approve the Vehicle Miles Traveled Offset State Implementation Plan for the Houston/Galveston Ozone Nonattainment area, which was set to take effect on August 9, 2001.
