Implementation of Public Law 106-544 for Certain Amendments Related to Balanced Budget Act of 1997

This document implements regulations related to the Consolidated Appropriations Act, 2001, Public Law 106-554, revising the definition of 'manufacturer of cigarette papers and tubes' and removing the definition of 'cigarette papers' in section 5702 of Title 26 of the United States Code, effective January 1, 2000.
