EPA Proposes Expansion of Nitrogen Oxide Emission Rule for Industrial Steam Generating Units

The Environmental Protection Agency (EPA) is proposing to expand a rule allowing chemical manufacturing plants and petroleum refineries to petition for a site-specific nitrogen oxide emission limit for new steam generating units. The proposed change also applies to pulp and paper mills, and would be implemented as a direct final rule without prior public comment, unless significant adverse comments are received.
