VA Board of Veterans' Appeals Extends Time Limit for Filing Substantive Appeal

The Department of Veterans Affairs has amended its rules to allow for an extension of the time limit for filing a substantive appeal with the Board of Veterans' Appeals, following an opinion by the VA's General Counsel that in certain cases, the deadline may be extended when additional evidence is filed.
