EPA Proposes Full Approval of Texas Operating Permit Program

The Environmental Protection Agency (EPA) proposes full approval of the Operating Permit Program submitted by the Texas Natural Resource Conservation Commission (TNRCC) for the state of Texas, addressing program deficiencies identified in previous rulemakings. The EPA will take action on additional provisions in a separate Federal Register action.
