U.S. Patent Application Available for Licensing

The U.S. government, represented by the Secretary of the Army, has made available a U.S. patent application for licensing under non-exclusive, exclusive, or partially exclusive terms, as per 35 U.S.C. 209 and 37 CFR part 404 regulations.
