OPM Finalizes Cost-of-Living Allowance Adjustments for Nonforeign Areas

The Office of Personnel Management has adopted final interim regulations increasing cost-of-living allowances for certain Federal employees in nonforeign areas, including Hawaii, Guam, Puerto Rico, and the U.S. Virgin Islands, following a settlement of litigation and cost-of-living surveys conducted in 1998.
