EPA Approves Texas Mass Emissions Cap and Trade Program as Revision to State Implementation Plan

The Environmental Protection Agency (EPA) has approved the Texas Mass Emissions Cap and Trade (MECT) program as a revision to the Texas State Implementation Plan (SIP), aiming to reduce nitrogen oxide emissions and meet the 1-hour ozone National Ambient Air Quality Standard (NAAQS) in the HGA ozone nonattainment area.
