Dominion Nuclear Connecticut, Inc. has submitted a request for an exemption to the Nuclear Regulatory Commission (NRC) for the Millstone Nuclear Power Station, Unit No. 3, allowing it to proceed with a previously planned upgrade without obtaining a new license.
