Capital Requirements for Federal Home Loan Banks

The Federal Housing Finance Board published a proposed rule on July 13, 2000, to implement a new capital structure for Federal Home Loan Banks, as mandated by the Gramm-Leach-Bliley Act, in response to the elimination of mandatory membership requirements for federal savings associations.
