HUD Finalizes Rule on Public Housing Consortia

The U.S. Department of Housing and Urban Development (HUD) has finalized a rule allowing public housing agencies (PHAs) to form consortia with other PHAs to administer their housing programs, and to use subsidiaries, joint ventures, and partnerships to provide supportive services. The rule reflects changes made in response to public comments on the proposed rule.
