Cargo Securing on Vessels Operating in U.S. Waters
The Coast Guard is proposing regulations to implement cargo securing standards for U.S. and foreign vessels, carrying general cargoes and hazardous materials on international voyages, to parallel the new requirements in Chapter VI and VII of the International Convention for the Safety of Life at Sea (SOLAS). The Coast Guard is also seeking comments on five options for the future development of cargo-securing regulations for U.S.-certificated vessels carrying hazardous materials in domestic coastwise trade.
