Federal Acquisition Regulation; Javits-Wagner-O'Day Act Subcontract Preference Under Service Contracts

The Civilian Agency Acquisition Council and the Defense Acquisition Regulations Council have agreed on a final rule to amend the Federal Acquisition Regulation, implementing changes to favor nonprofit workshops for subcontracts under service contracts, as designated by the Committee for Purchase From People Who Are Blind or Severely Disabled, under the Javits-Wagner-O'Day Act.
