The Commission requests comments on a petition filed by Point Broadcasting, permittee of unbuilt station on Channel 296B1, Point Arena, CA, requesting to substitute Channel 296A for Channel 296B1 at Point Arena, reallot Channel 296A from Point Arena to Cloverdale, CA and modify its construction permit to specify the Class A channel. In view of the fact that our resolution of this proceeding may affect the outcome of MM Docket No. 99-180, it may be necessary ultimately to combine these dockets into a single Report and Order. Channel 296A can be allotted to Cloverdale, CA in compliance with the Commission's minimum distance separation requirements at petitioner's specified site 0.8 kilometers (0.5 miles) south of the community at coordinates 38-48- 00 and 123-01-00.

Promoting Fair and Open Competitive Bidding in the E-Rate Program; Schools and Libraries Universal Service Support Mechanism

In this document, the Federal Communications Commission (Commission) announces that the Office of Management and Budget (OMB) has approved until November 30, 2027 an information collection associated with the rules for the Universal Service Schools and Libraries program contained in the Commission's Promoting Fair and Open Competitive Bidding in the E-Rate Program; Schools and Libraries Universal Service Support Mechanism Report and Order (Report and Order), WC Docket No. 21-455, CC Docket No. 02-6; FCC 26-30. This document is consistent with the Report and Order, which stated that the Commission would publish a document in the Federal Register announcing the effective date of the new information collection requirements.

Protecting Against National Security Threats to the Communications Supply Chain Through the Equipment Authorization Program

In this document, the Federal Communications Commission (Commission or FCC) takes further steps to strengthen its equipment authorization program against national security risks to the communications supply chain. The Commission closes a component-part loophole by prohibiting authorization of devices that incorporate logic-bearing hardware components produced by an entity identified on the Commission's Covered List, where the device would itself be prohibited from authorization had the Covered List entity produced the entire device. The Commission also requires that any modification or permissive change to equipment by an entity identified on the Covered List undergo full certification, clarifies that its marketing rules reach any entity (including online marketplaces) that markets unauthorized equipment, and requires online marketplaces, subject to limited exceptions, to display a device's FCC ID at the online point of sale. Finally, the Commission amends its definition of "critical infrastructure," as used on the Covered List, and corrects two administrative errors in its rules.
