FCC Dismisses Petitions Challenging Spectrum Partitioning and Disaggregation Rules

The Federal Communications Commission (FCC) has rejected petitions from the National Telephone Cooperative Association (NTCA) and Omnipoint Corporation (Omnipoint) that sought to overturn rules allowing commercial mobile radio services licensees to partition and disaggregate spectrum, effectively eliminating market entry barriers and increasing competition in the PCS marketplace.
